             In FY 2018, after successful implementation of ICC PRO,   improvement program
             PARD will utilize the enhanced features of ICC PRO by
             creating and implementing an irrigation usage program
             that will drive more efficient irrigation and improve future
             usage estimates which will help with planning and
             budgeting.  This new program will consist of the
             following:
                 1.  Define and implement improved irrigation
                    parameters that will drive increased irrigation
                    efficiency
                 2.  Create future usage estimate reporting for all
                    applicable PARD irrigation locations
                 3.  Create continuous improvement in future usage
                    estimates by comparing estimated vs actual
                    usage
