Tibbets Drive Water Line Loop

This project involves the installation of a water line connection along Tibbets Drive, as identified in the Water
Master Plan completed by Kimley-Horn in 2024.

The Water Master Plan identified approximately 250 LF of 8-inch water line to connect an existing 8-inch water
line at the Arbors of Central Park northern property line with an existing 6-inch water line just south of Tibbets
Drive, looping the system for the nearby apartments and eliminating the need for routine flushing at this
location. In addition to the Master Plan scope, we will be replacing an additional 200 LF of existing 6-inch cast
iron pipe dating to 1971, which has reached the end of its serviceable life. Public Works has independently
identified this area as a concern. A stub-out exists in the area but was never tied into the dead end behind the
nearby apartments, leaving that dead end served only by a 2-inch blowoff currently used by Water Quality staff
for flushing. The connection run is approximately 600 LF. Coordination will be required with gas line
infrastructure running through the project area.

Completing this water line loop will eliminate the existing dead-end condition behind the apartments, removing
the need for routine flushing operations at this location and reducing associated Water Quality staff time and
operational costs. Replacing the 1971 cast iron pipe proactively avoids the risk of emergency main breaks,
service disruptions, and significantly higher unplanned repair costs. Once looped, the system in this area will
operate with improved pressure, water quality, and reliability, reducing long-term maintenance demands on an
aging and vulnerable segment of the distribution network.
