Infrastructure Reconstruction
(Street, Utility & Drainage)
This project involves the reconstruction of Circle Lane, Shirley Way, Briar Drive, Donna Lane, and Shumac
Drive, addressing long-standing paving, stormwater drainage, and utility infrastructure deficiencies in this
neighborhood.
Residents have been notified over multiple years that paving and drainage concerns would be addressed as
part of the Drainage Master Plan. The Drainage Master Plan, developed by Freese and Nichols, identified
undersized culverts within the neighborhood and proposed additional culvert improvements; however, the
drainage improvements alone do not fully address all drainage and paving concerns in the area.
Pavement condition data collected five years ago identified these streets as low PCI, and 2026 pavement
condition data confirms PCI values of 38, 40, and similarly low scores across the affected streets, indicating
the pavement is well beyond serviceable life. Full street reconstruction cannot be completed without first
evaluating existing underground utilities, as pipe ages, conditions, and alignments are unknown and must be
assessed prior to any paving work.
Reconstruction of these streets and drainage infrastructure will reduce ongoing maintenance costs associated
with repeated pothole patching, surface treatments, and drainage response on severely deteriorated
pavement. Addressing undersized culverts and unknown utility conditions proactively will reduce the risk of
emergency repairs, service disruptions, and unplanned capital expenditures. Once reconstructed, the streets
are expected to return to a standard maintenance cycle, reducing the frequency and cost of interventions
currently required to maintain minimally acceptable conditions.
Funding has not yet been identified for this project. It is included in the five-year Capital Improvement Plan
under the assumption that it may require future bond funding in the Capital Projects Funds identified below.
