TRAFFIC AND COMMERCIAL VEHICLE ENFORCEMENT

               Department at a Glance

               The Traffic Department consists of one Sergeant and three motorcycle officers. The Commercial Vehicle
               Enforcement (CVE) Department includes two patrol officers. The Traffic Department budget increased
               10.07% due to a merit increase and personnel costs due to employee movement, as well as lease costs for
               motorcycles. The Commercial Vehicle Enforcement budget increased 3.34% due to a merit increase.

               Key Goals and Objectives

               Goal 1
               Conduct full unit traffic enforcement details.

               Objectives:
                   •  Throughout the year, the Traffic Sergeant will work with crime analysts to identify areas of the
                       city in need of targeted traffic enforcement measures.
                   •  Details will focus on speeding, and red light, stop sign, and “move over” enforcements.

               Goal 2
               Conduct “No Truck Route” enforcement on E. Broad Street, Main Street, and E. Debbie Lane.

               Objectives:
                   •  Conduct a traffic study during the first month of the fiscal year within each target area, and again in
                       September 2021 to establish parameters to measure performance effectiveness.
                   •  Conduct weekly “No Truck Route” enforcement details.

               Goal 3
               Enforce handicap parking violations in high traffic parking lots via weekly enforcement details.

               Objectives:
                   •  Monitor parking lots weekly and take appropriate enforcement action.
                   •  Ensure handicap spaces are properly marked in accordance with state law and city ordinance.

              Performance Objectives
                       •  Reduce traffic violations to keep Mansfield streets safe.
                       •  Reduce “No Truck Route” violations in designated areas.
                       •  Reduce handicap parking violations.
