CRIMINAL INVESTIGATIONS
Department at a Glance
The Criminal Investigation Department (CID) includes one captain, two sergeants, two crime scene
technicians, one victim assistance coordinator, eleven detectives, two property technicians, one civilian
investigator and one crime analyst. The CID budget increased 2.78% due to a merit adjustment and crime
lab analysis costs per historical spending.
Key Goals and Objectives
Goal 1
Refer certain financial crimes to the FBI using the Internet Crime Complaint Center (IC3) system.
Objectives:
• Forward cases such as phishing crimes, cyber crimes, and other internet/identity thefts to be
investigated and prosecuted by Federal agencies with a wider jurisdiction.
• Record and monitor the number of cases referred to the IC3 system.
Goal 2
Obtain Fire Investigation Certification for two detectives.
Objectives:
• Enroll two detectives in the twelve-month online certification course, and have them complete the
course by the end of 2020.
• Two detectives to become certified to assist in arson investigations.
Goal 3
Select and train one additional full-time Crime Scene Investigator (CSI).
Objectives:
• New CSI will be able to respond to major crime scenes and assist with the department’s growing CSI
need.
Performance Objectives
• Leverage Federal agencies to better assist victims of financial cyber crimes.
• Certify two detectives for arson investigation.
• Select and train a Crime Scene Investigator.
