                           CFAI 11TH EDITION UPDATE
1 Revise the department’s Standards of Cover and Community Risk Assessment to meet

CFAI 11th Edition requirements to maintain the department’s accreditation, with completion
targeted for September 2028. This goal supports the City’s focus on managing the business
through continual evaluation and pursuit of better practices, and reinforces Financial
Stewardship by ensuring resource deployment decisions are data-driven and defensible.
Staff time for data collection and analysis, accreditation team coordination, and possible
support from a CFAI peer assessor are the primary resources involved. This work isn’t visible
to residents directly, but it ensures the department’s stations, staffing, and apparatus are
positioned where community risk and call data show they’re needed most.
   City Department Overview

2 PUBLIC SAFETY TRAINING TOWER IN-SERVICE

Activate the new Public Safety Training Tower by March 2027 by training and certifying 100%
of fire personnel to operate the tower for live-fire and rescue evolutions. This goal supports
the City’s Learning & Growth focus area by developing a talented, world-class workforce,
and connects to Financial Stewardship by putting a newly invested public asset to full use.
It requires instructor and training staff time, certification course materials, and coverage for
personnel during training rotations. Residents won’t see this training directly, but it translates
into faster, safer, and more capable emergency response on scene, which is the outcome the
                           community actually experiences.

                           STRATEGY-BASED INCIDENT COMMAND
3 New fire ground incident command procedures, shifting commanders from standardized

response toward strategy built around the specific conditions of each incident, will be created
and implemented by June 2027. This goal supports the City’s focus on managing the business
through continual evaluation and improved core operations, and ties to Learning & Growth
by strengthening supervisor-level decision-making. Command staff time to develop the
procedures, training and drill time to implement them with officers, and possible tabletop or
simulation exercises make up the resources required.
