PURCHASING DEPARTMENT
MISSION STATEMENT:
The Purchasing Department mission is to provide a cost effective platform that enables the City’s
departments to purchase the goods and services necessary for the operations of the departmental programs
of the City to meet the needs of the citizens of Mansfield, Texas.
Department at a Glance
The Purchasing Department has delegated the ordinary purchasing activity of the department to the City’s
individual departments. Staffing of the Purchasing Department is equally allocated between the Budget
Department and the Purchasing Department. The Purchasing Department budget increased 4.3% due to a
merit increase.
Key Goals and Objectives
Goal 1
Develop user-friendly vendor access by integrating vendor application procedures into the new City
website redesign.
Objectives:
• Create links on the new City website design to ensure vendors can easily complete required
documentation and submit online applications.
• Post bid opportunities online and integrate the online bidding process in the new website design.
• Post product specifications on the website to allow for better product integration city-wide.
• Encourage vendors to use the website to facilitate online bidding and process vendor applications.
Goal 2
Expand and encourage the use of local vendors.
Objectives:
• Assist local vendors to subscribe to cooperative purchasing agreements to expand local bid
opportunities both regionally and nationally.
• Utilize vendor websites to provide direct access to all goods and services and reduce procurement
costs.
• Encourage vendors to monitor the city website for upcoming bid opportunities.
• Facilitate meetings with department directors to encourage the use of local vendors and clarify the
use of “Best Value” prior to procurement submissions.
Goal 3
Monitor regional, state, and national cooperative purchasing agreements and use cooperative purchasing
whenever possible.
Objectives:
• Continue to develop new cooperative purchasing opportunities as identified by city departments.
• Expand the use of the Texas Smart Buy, Buy Board, HGAC, U.S. Communities, Tarrant County,
and Mansfield Independent School District cooperative purchasing contracts.
