MISSION / PROGRAMS / SERVICES:
The mission of the Watauga City Manager’s office is to provide professional management of City
operations and to promote quality service to all customers.
x The City Manager serves at the discretion of the City Council, and is responsible for attending all
City Council meetings and provides leadership and direction for the implementation of policies
and priorities set by the City Council.
x The City Manager ensures City departments provide high quality services to the citizens of
Watauga in the most efficient and effective manner possible, while maintaining accountability for
the public funds used to provide such services.
FY2019-2020 HIGHLIGHTS / ACHIEVEMENTS:
x Facilitated strategic planning
x Facilitated with Petty & Associates the update to the City’s Comprehensive Plan
x Facilitated public meetings on charter amendments and Comprehensive Plan Update
x Completed bi-weekly reporting to the elected Officials
x Facilitated the Council/Staff Retreat
x Assisted the Finance and Fire Departments with Emergicon contracts
x Served as part of the Emergency Management Team during COVID-19 crisis
x Conducted the Annual State of the City Address
x Conducted new Council Orientation and participated in Watauga 101
x Participated in North Texas City Management Association Quarterly Meetings
x Represented the City at various local, regional, and State meetings
x Conducted budget planning meetings with City Departments
x Accessible and responsive to citizen and Council inquiries
x Facilitated the hiring of an attorney for the City
x Participated in onboarding of new employees
x Facilitated the acceptance of the SAFER Grant
x Facilitated bond issuances for the City

x Assist the City with recovery from COVID-19 crisis
x Complete the implementation of Civil pace for improved public involvement
x Continue working to ensure strategic initiatives of the City are met
x Complete the Council Orientation after the November 2020 election
x Complete revisions to City Ordinances as included in the Ordinance Revision Plan
x Continue Annual State of the City Address
x Identify cost saving measures
x Continue long range planning of the City
x Continue evaluating City services & employee benefits
x Continue furthering the City’s grant opportunities
x Develop a City and WEDC marketing strategy
x Complete the City’s Succession Plan
MAJOR BUDGETARY ISSUES AND OPERATIONAL TRENDS:
Recovery from COVID-19 will require numerous changes in City operations and staffing levels as the
crisis is expected to take 18-24 months to fully recover
