ENGINEERING DEPARTMENT

               MISSION STATEMENT:

               The mission of the Engineering Department is to direct and manage the design and construction of all
               water, sanitary sewer, storm water and roadway improvements,  as well as to review and inspect the
               design and construction of all similar public improvements associated with residential and commercial
               development.  The Engineering Department is also responsible for establishing and updating the roadway
               and utility infrastructure master plans, as well as all associated design and construction standards.

               Department at a Glance

               The Engineering Department monitors all street, utility and drainage projects from the conceptual stage
               through the preparation of construction plans, contract documents, completion and final acceptance of
               construction projects. The Engineering Department includes the Director of Public Works, City Engineer,
               three engineers, four inspectors, one technician and one administrative assistant. A portion of the salary
               and benefits are allocated to the Street, Utility and Drainage Construction Funds. The Engineering budget
               increased 11.74% in FY 2020-2021 due to salary market adjustments and a merit increase.

               Key Goals and Objectives

               Goal 1
               Improve streets, drainage and utility infrastructure through design and  construction of public
               improvement projects.

               Objectives:
                   •  Continue to direct and manage the design and construction of the 2020-2021 Street Bond Fund
                       and Utility Bond Fund projects.  Target and monitor specific project schedule milestones for
                       priority projects.
                   •  Continue to review and inspect the design and construction of public improvements associated
                       with residential and commercial development.

               Goal 2
               Provide training for current and new staff engineers.

               Objectives:
                   •  Provide training for new commercial development engineer.
                   •  Provide training for newly transitioned Capital Improvement Program engineer.
                   •  Provide training related to storm drain systems for residential development engineer.

               Goal 3
               Develop processes for and utilize new software applications for permitting and inspecting construction
               projects related to the Engineering Department.

               Objectives:
                   •  Develop permit applications, approvals, and documentation processes for new permit review
                       software.
                   •  Develop processes for and utilize new electronic construction plan and inspection software for
                       project inspections and preparation of as-built plans.
