STREET DEPARTMENT
MISSION STATEMENT:
The mission of the Street Department is to sustain and optimize the structural life of City streets,
sidewalks, traffic control devices, street lights, pavement markings and drainage in the most cost effective
manner, and to promote safe and efficient traffic and pedestrian flow.
Department at a Glance
The Street Department is comprised of nineteen employees, including the Assistant Public Works
Director, Traffic Control Supervisor, Traffic Signal Supervisor, Administrative Assistant and fifteen
tradesmen positions. The Street Maintenance budget decreased 1.03% in FY 2020-2021 due to
operational budget cuts.
Key Goals and Objectives
Goal 1
Continually improve the effectiveness of services provided by the Street Department.
Objectives:
• Cross train staff on equipment and other areas of responsibility outside of their current skill sets.
• Empower new staff members to take on stand-by duties.
• Work with the Police Department to improve traffic operations and roadway safety.
• Provide additional resources and expertise through outside vendors and contractors.
Goal 2
Invest in staff development and the morale of the Street Department.
Objectives:
• Promote “Team” spirit providing team-building exercises and events.
• Promote continuous education and training for all staff members.
• Provide recognition for top performers who “Keep Mansfield Beautiful”.
Goal 3
Maintain City streets to the highest standards while remaining within budget; maintain infrastructure such
as signals, signs, and markings to national standards.
Objectives:
• Utilize Cooperative Purchasing Agreements to access contractors that specialize in the latest
methods and materials.
• Continue to meet with vendors and adjacent jurisdictions/organizations to discuss their best
practices and techniques.
• Utilize the pavement management tools, traffic management center and school zone systems to
monitor and maintain all impacted infrastructure.
Performance Objectives
• Develop staff members through continuing education and increase morale with team-building.
• Introduce preventative maintenance technology and programs that target not only aging
infrastructure, but also newer infrastructure and national standards.
