UTILITIES OPERATIONS
MISSION STATEMENT:
The mission of Utilities Operations is to provide a reliable system for the delivery and removal of water
while maintaining a professional level of customer service.
Department at a Glance
Utilities Operations includes the Water Distribution and Wastewater Collection departments. The Water
Distribution budget increased 24.33% due to the addition of one tradesman, and significantly more capital
equipment budgeted this year as compared to FY 2018-2019. The Wastewater Collection budget
decreased 5.97% due to personnel movement resulting in fewer positions and no capital equipment
budgeted for this year.
Key Goals and Objectives
Goal 1
Identify and make corrections to areas with inflow and infiltration in the sanitary sewer system.
Objectives:
• Utilize Wastewater Master Plan to identify basins with the most inflow and infiltration (I&I) and
perform visual inspections of manholes and cleanouts.
• Conduct closed circuit video inspections on all new subdivisions and sewer mains in identified
sub-basins.
• Educate customers on clean out openings and provide cleanout caps when necessary.
Goal 2
Maintain a proactive maintenance program which decreases service interruptions in the system.
Objectives:
• Administer regular cathodic protection maintenance program on all transmission mains.
• Locate and exercise valves to reduce customer interruptions.
• Update GIS records with current air release valve locations and functionality.
Goal 3
Prioritize works orders and allocate resources in a manner that provides the greatest service to Mansfield
residents.
Objectives:
• Categorize daily works orders by the level of urgency and prioritize activities accordingly.
• Continuously evaluate detailed cost data associated with each work order and work toward
improving efficiency.
• Maintain the condition and location of city equipment to shorten response times.
Performance Objectives
• Reduce service interruptions using a preventative maintenance approach.
• Exercise 1,000 valves annually.
• Evaluate operations to provide the most efficient customer service to residents.
