WATER TREATMENT SERVICES
MISSION STATEMENT:
The mission of Water Treatment Services is to provide citizens with a superior drinking water source
which meets or exceeds all state and federal requirements regarding water quality, monitoring, and
reporting practices, and to accomplish this by the most cost-effective means possible.
Department at a Glance
Water Treatment Services includes the Water Treatment, Water Quality and Water Demand departments.
The Water Treatment Department budget increased 6.4% in FY 2019-2020 due to a merit adjustment and
movement of personnel resulting in one added position. Water Quality increased 5.82% as a result of a
merit adjustment. The Water Demand department decreased 8.52% for FY 2019-2020 due to the
elimination of contract services to produce the Water Quality Report in print.
Key Goals and Objectives
Goal 1:
Maintain the “Superior” Drinking Water System classification issued by the TCEQ.
Objectives:
• Meet or exceed all water quality monitoring and reporting requirements.
• Modify existing treatment methods and system operations as state and federal regulations are
revised.
• Participate in industry-specific organizations that provide learning and knowledge sharing
opportunities.
Goal 2:
Continue to provide the citizens of Mansfield with a safe and efficient water treatment plant.
Objectives:
• Modify the chlorine dioxide process utilized for pre-treatment to remove the need for chlorine
gas.
• Provide continuing education and training opportunities for all staff.
• Evaluate and maintain the integrity of facility equipment with proper preventative and repair
techniques.
Goal 3:
Coordinate treatment plant operations with the construction of the 3.5 MG Clearwell project.
Objectives:
• Have an operator representative at every construction meeting.
• Coordinate critical plant shutdowns with operators to prevent any system impacts.
• Follow all construction site safety protocols to prevent accidents.
Goal 4:
Maintain public support for the operations, initiatives, and employees of the Water Utility Division by
utilizing public communication strategies that instill the value of water.
