ENGINEERING DEPARTMENT

               MISSION STATEMENT:

               The mission of the Engineering Department is to direct and manage the design and construction of all
               water, sanitary sewer, storm water and roadway improvements,  as well as to review and inspect the
               design and construction of all similar public improvements associated with residential and commercial
               development.  The Engineering Department is also responsible for establishing and updating the roadway
               and utility infrastructure master plans, as well as all associated design and construction standards.

               Department at a Glance

               The Engineering Department monitors all street, utility and drainage projects from the conceptual stage
               through the preparation of construction plans, contract documents, completion and final acceptance of
               construction projects. The Engineering Department includes the Director of Public Works, City Engineer,
               three engineers, four inspectors, one technician and one administrative assistant. A portion of the salary
               and benefits are allocated to the Street, Utility and Drainage Construction Funds. The Engineering budget
               decreased 0.58% in FY 2019-2020 due to operational savings in fuel and contractual services.

               Key Goals and Objectives

               Goal 1
               Improve streets, drainage and utility infrastructure through design and  construction of public
               improvement projects.

               Objectives:
                   •  Continue to direct and manage the design and construction of the 2019-2020 Street Bond Fund
                       and Utility Bond Fund projects.  Target and monitor specific project schedule milestones for the
                       South Holland Road and Day Miar Road projects.
                   •  Continue to review and inspect the design and construction of public improvements associated
                       with residential and commercial development.
                   •  Conduct regular project-specific meetings with all franchise utility companies to better facilitate
                       infrastructure relocations accommodating Roadway and Utility projects.

               Goal 2
               Provide training for current and new staff engineers.

               Objectives:
                   •  Provide training for new commercial development staff engineer.
                   •  Provide training for current commercial development engineer to transition to capital
                       improvement program engineer.

               Goal 3
               Develop and use Engineering Department Policies Documentation Manual and Procedures Manual.

               Objectives:
                   •  Document and organize state and local policies and standards that are significantly applicable to
                       the function of the Engineering Department.
                   •  Continue developing and documenting all significant Engineering Department procedures.
