STREET MAINTENANCE DEPARTMENT

               MISSION STATEMENT:

               The mission of the Street Department is to sustain and optimize the structural life of the city streets,
               sidewalks, traffic control devices, street lights, pavement markings and drainage in the most cost effective
               manner and to promote safe and efficient traffic and pedestrian flow.

               Department at a Glance

               The Street Maintenance Department is comprised of nineteen employees, including the Assistant Public
               Works Director,  Traffic Control Supervisor,  Traffic Signal Supervisor,  Administrative Assistant  and
               fifteen staff positions. The Street Maintenance budget decreased 0.93% in FY 2019-2020 due to a merit
               increase offset by a reduction in contract services. Also, the Equipment Replacement Fund includes the
               purchase of a backhoe and concrete saw for the Street Department, which will decrease equipment rental
               costs.

               Key Goals and Objectives

               Goal 1
               Continually improve the effectiveness of services provided by the Street Operations Department.

               Objectives:
                   •  Cross train staff on equipment and other areas of responsibility outside of their current skill sets.
                   •  Monitor the traffic management center and set up alerts to staff for problem areas when the center
                       is not manned.
                   •  Provide additional resources and expertise through outside vendors and contractors.

               Goal 2
               Invest in staff development and the morale of the Street Department.

               Objectives:
                   •  Promote “Team” spirit by adhering to a higher standard of “Excellence” and reward top
                       performers.
                   •  Promote continuous education and training for all staff members.
                   •  Provide recognition for top performers who “Keep Mansfield Beautiful”.

               Goal 3
               Maintain city streets to a minimum Pavement Condition Index (PCI) value of 70, and other infrastructure
               to national standards.

               Objectives:
                   •  Utilize Cooperative Purchasing Agreements to access contractors that specialize in the latest
                       methods and materials.
                   •  Continue to meet with vendors and adjacent jurisdictions/organizations to discuss their best
                       practices and techniques.
                   •  Utilize the pavement management tools, traffic management center and school zone systems to
                       monitor and maintain all impacted infrastructure.
