Mission Statement
The Mission of the Watauga City Secretary’s Office is to ensure continuity in the municipal legislative process
through the guardianship of City Council, Boards, Commissions, and Committees agendas, minutes, ordinances,
resolutions, board appointments and elections, as well as to promote quality service to all customers in a cost
effective and efficient manner.

The City Secretary's office is dedicated to delivering a spectrum of unparalleled services, characterized by a
commitment to excellence. Among our distinguished offerings are:
• The provision of exceptional support to the Governing Body.
• The seamless coordination of elections with utmost convenience and efficiency.
• Effectively overseeing multiple Boards and Commissions.
• Meticulous oversight of records management.
• Rigorous enforcement of Open Meetings Act (OMA) and Public Information Act (PIA).
• Facilitation of Alcohol and Massage permits.
• Proficient handling of liens and claims.
• The provision of exemplary internal and external customer service.
Highlights/Achievements for FY2024
• Effectively managed the May 2024 General and Charter Amendment Special Election, ensuring smooth
logistical coordination, voter accessibility, and compliance with legal requirements, thus upholding the
democratic process, and facilitating citizen participation in shaping the future of our city.
• Conducted a comprehensive review of 71 boxes and 24,345 electronic records for records destruction,
with 14 boxes identified as not meeting readiness criteria and subsequently returned. This process
adhered rigorously to established records retention policies, showcasing meticulous attention to detail
and a steadfast dedication to upholding organizational efficiency and compliance standards. Also,
Diligently renamed 3608 files with naming convention, significantly enhancing accessibility, and
facilitating seamless identification processes.
• The City Secretary achieved certification as a Certified Municipal Clerk from The International Institute
of Municipal Clerks, marking a pivotal achievement in professional accreditation. Subsequently, the
initiation into the Master Municipal Clerk Certification program underscores a continued dedication to
excellence and ongoing advancement within municipal administration.
• The Assistant to the City Secretary underwent training covering the Public Information Act, Open
Meetings Act, and Records Retention.
• Managed 210 Public Information requests in strict compliance with the Texas Public Information Act
and lowered our average response time to 4.32 days.
• Delivered comprehensive administrative support to the Council and all City Departments, fostering
streamlined operations, and enhancing organizational effectiveness.
• Enhancements were made to the City Secretary's web pages, amplifying governmental transparency
by granting access to a plethora of vital information including City Council agendas, minutes,
ordinances, resolutions, Boards and Commissions details, claims, records retention policies, public
information requests, and election information. The ongoing efforts of the office persist in augmenting
the accessibility and transparency of city documents on the website.
• Executed a thorough transformation of the alcohol beverage and massage permit procedures,
renewals, and registrations, resulting in a significant boost to efficiency and promptness.
