WATER TREATMENT SERVICES
MISSION STATEMENT:
The mission of Water Treatment Services is to provide citizens with a superior drinking water source
which meets or exceeds all state and federal requirements regarding water quality, monitoring, and
reporting practices, and to accomplish this by the most cost-effective means possible.
Department at a Glance
Water Treatment Services includes the Water Treatment, Water Quality and Water Demand departments.
The Water Treatment Department budget increased 4.55% in FY 2020-2021 due to rising costs in
chemical supplies. Water Quality increased 10.28% as a result of a merit and equity adjustments. The
Water Demand department increased 4.61% due to a merit and equity adjustment.
Key Goals and Objectives
Goal 1:
Maintain the “Superior” Drinking Water System classification issued by the TCEQ.
Objectives:
• Meet or exceed all water quality monitoring and reporting requirements.
• Modify existing treatment methods and system operations as state and federal regulations are
revised.
• Participate in industry-specific organizations that provide learning and knowledge sharing
opportunities.
Goal 2:
Continue to provide the citizens of Mansfield with clean and great-tasting water.
Objectives:
• Replace granular activated carbon (GAC) in filter basins as needed.
• Update and maintain the ultraviolet advanced oxidation process to maintain the excellent taste
and odor qualities in the water.
• Evaluate and maintain the integrity of facility equipment with proper preventative and repair
techniques.
Goal 3:
Evaluate the membrane plant and current technologies.
Objectives:
• Evaluate other technologies in the micro- and ultra-filtration segments to prepare for
replacements and expansion to the plant.
• Begin a pilot study to identify membrane alternatives.
• Conduct up to four plant site visits to evaluate alternative modules under operating conditions.
Performance Objectives
• Maintain the “Superior” Water System classification.
• Produce clean water that meets customers’ expectations.
• Identify two membrane alternatives that have increased capacity or lower life cycle cost.
