Summary:
Number of Open Record Requests
The Records Services Unit serves as the repository for
the official records that document the activity of the 1,800
Police Department. The Texas Public Information Act

is a state law that gives any person the right to submit
a written request asking for any document related to 1,400
official city business. The department handles both 1,200
ORR (Open Record Requests) from the public and IRR
(Inter‐Agency Record Requests) from other law 1,000
enforcement agencies or segments of the criminal 800
justice system. The department must provide a
response within 10 business days regarding the status 600
of a request, including if it was submitted to the 400
Attorney General to rule whether the material is

exempt from disclosure. The department continues
to look for ways to expedite information for citizens ‐

without waiting for a specific request.

Update:
Open Records Requests (ORR) closed out the fiscal

year with a 13.2% increase over the 3 quarter. July
through September saw a total of 1,291 requests for Number of Interagency Record Requests
police records. The top 23% of the requests came
from data mining companies such as LexisNexis (16%) 1,650
and Metro Reporting (7%). 1,550
Interagency Requests (IRR) followed along with a 9.6% 1,450
increase from last quarter and totaling 1,262 for the 1,350

4 quarter. This is the highest number of IRRs per 1,250
quarter this year. As typically reported, approximately
one‐third (31%) of IRRs were generated by the 1,150
Department of Family & Protective Services, followed 1,050
by various law enforcement agencies, courts, and
