Revenue Description: When someone who has been issued a citation does not come
               in and either pay the fine or arrange to see the judge within a specified time, a
               delinquent fee of $50 per citation is added to the cost of their original offense.

               Revenue Projection: Delinquent fines has a strong correlation to regular fines, since it
               can only become delinquent after a regular citation was written.  We are increasing this
               from $105,000 to $110,000.

               Revenue Description: Warrants are the third step in the court process.  After a citation
               is written and it goes to “delinquent” status, it will then go  to “Warrant” status if the
               offender does not make payment.  Additional fines are added at this step.

               Revenue Projection: This has been steadily trending down for a few months, and we
               are lowering the budgeted amount from $28,000 to $25,000.
