Street & Sidewalk Capital Projects
Project Name Project Description
Sidewalk Rehabilitation This project provides for rehabilitation of the city's sidewalk system. Funding will allow for the replacement of approximately
and Replacement Project 50,000 square feet of deteriorated sidewalks in residential and high pedestrian areas.
(2019) - New Project
Smithfield Middle School This is a Safe Routes to Schools project through the Transportation Alternatives Set-Aside infrastructure reimbursement
Safe Routes to School program by the North Central Texas Council of Governments. The reimbursement program is an 80/20 match, whereby the
(NCTCOG Grant) - municipality must pay for 20% of the infrastructure improvements and the grant covers the other 80% through
Continuing Project reimbursement. This particular project focuses on the bicycle and pedestrian feeder routes to Smithfield Middle School. It
includes filling existing gaps in the sidewalk network, replacing and installing new sidewalk ramps, establishing new
sidewalk routes, installing mid-block cross walks with advanced warning signage in key locations, a bicycle parking station
for up to 30 bicycles, and pedestrian crossing signage with LED outline at Mid-Cities & Amundson/Winter Park.
Smithfield Road (Davis This project consists of realigning a portion of Smithfield Road so that it connects directly to Bridge Street at Davis Blvd and
Blvd to Mid-Cities Blvd) - reconstructing the existing section of Smithfield Road north to a point approximately 100 feet north of Mid-Cities Blvd. The
Continuing Project improvements will consist of modifying the signal light at the Davis Blvd intersection so that all four sides will be signalized
instead of the 3 sides that currently exists. In addition the new road will be constructed with concrete and include sidewalks
and a drainage system. This section of Smithfield Road is located in the Smithfield TOD and will be constructed to the TOD
criteria.
Street Assessment The City of North Richland Hills roadway network is comprised of 549 lane miles and this project is for a consultant to utilize
Project - New Project specialized automated equipment to collect data such as ground penetrating radar, analyze, and process the data in an
overall pavement assessment. The assessment would yield a digital condition rating system, budget stressing software that
allows modification of the techniques that would result in a prediction of our current as well as the future condition
rating, and create five and/or ten year programs that would indicate where funds could be used most impactfully. This
project and consultant would be slected on an interlocal agreement with the North Central Texas Council of Governments
through their 3 vendors previously selected.
TEXRail Signal Timing This project consists of signal timing coordination at the city's signalized intersections which will be impacted by railroad
Coordination - New preemption as a result of the commuter rail.
