Human Resources
Stephanie Ayers, Director of Human Resources
The Human Resources Department serves as a strategic partner to all City departments by administering
programs and services that support employee recruitment, retention, development, and overall organizational
effectiveness. Core functions include talent acquisition and onboarding, benefits and compensation
administration, employee relations, policy development and compliance, management support, and employee
training. Human Resources also plays a key role in strengthening workplace culture through monthly
employee engagement and morale-building events, employee recognition efforts, and a targeted wellness
program focused on enhancing employees’ physical, mental, and emotional well-being. Through these
initiatives, the Department works to maintain a healthy, productive, and motivated workforce dedicated to
serving the community.
