           PLANNING AND DEVELOPMENT SERVICES

                                                            This measure represents the percentage of full-time

                                                            separations.  Turnover is measured by the number
                                                            of voluntary separations each quarter divided by the
                                                            number of FTE’s, multiplied by 100.
