Director of Human Resources
The Human Resources Division supports City departments by developing, executing, and evaluating programs, processes
and procedures to ensure workforce maximization, retention and well-being. The Division is a business partner to the other
City departments by providing services that include recruitment and on-boarding, bene ts planning and administration,
compensation planning and administration, employee relations, policy development and oversight, management coaching,
employee training and development, and legal compliance.
FY 2022-2023 Highlights
Restructured Public Works department, including revising pay scales and revising job titles, job requirements and job
duties to help recruit and retain employees.
Implemented Flexible Spending Accounts for both copay and high deductible medical plans.
Provided a vacation buyback program for eligible employees.
Completed a City-wide compensation study to make sure jobs are in the correct pay grades and pay rates are comparable
to comparison cities.
Revised the Employee Policy Manual to update policies to better t the city practices and changes to practices.
Started implementing new Human Resource/Payroll software through UKG which will provide one system for employees
to access and automate current manual processes.
Researched and gathered data from various sources to implement a new Wellness Program for City employees and
dependents on City medical coverage.
Rolled out sexual harassment and harassment and bullying training to all City employees.
