General ObliGatiOn Debt Overview
General obligation and certificates of obligation bonds are primarily used to fund the construction of roads, sidewalks
and other types of facilities. Some projects currently under construction that are funded through these types of bonds
are:
• FM 1938 at West Continental Boulevard Intersection Improvements - This project includes right of way acquisition,
a new traffic signal, a new right turn lane, and other paving improvements to improve the alignment of this
intersection based on recommendations of an engineering study of this intersection. Drainage improvements
will also be included with this project, specifically the improvement of Critical Drainage Structure #18. These
improvements will help alleviate current traffic backups during peak hours on west-bound West Continental
Boulevard at FM 1938. In addition, the project will also include landscape and irrigation improvements. This
project also includes 1,312 linear feet of new sidewalk installation.
• Public Safety Training Tower - The FY 2023 Capital Budget includes funding for the architectural and engineering
design of a Public Safety Training Tower that is being designed and constructed with the Municipal Service Center,
