CITY OF HALTOM CITY ANNUAL BUDGET, FY2023 Capital Project Funds

Capital Improvement Fund (32)

The Capital Projects Fund accounts for projects financed with resources from governmental funds
and tax-supported debt. For FY2023 projects, expenditures and transfers totaling $20,477,000
were approved. Major projects for FY2023 are listed below:

Police Law Enforcement Center $ 15,000,000
City Hall $ 5,000,000

North Park $ 350,000
Broadway Park $ 100,000
Buffalo Ridge Park $ 27,000

Capital Replacement Fund (35)

This fund is used for accumulating resources for replacement of vehicles and equipment.

Funding is from transfers from other funds. For FY2023. A transfer of $850,000 from General Fund
will cover payments on existing vehicles. Although new vehicles will continue to be added, the
trade-in values of other will keep our annual payments consistent. The city will continue to replace
the number of vehicles allowed within this annual lease payment amounts.

Water & Sewer Utility Projects Fund (42) and Impact Fees Fund (44)

This fund is to account for water and sewer capital projects. The source of funds is the Water and
Sewer Fund and the proceeds of debt backed by the net revenues of the Water and Sewer Fund.
Total budget of $12,365,000 is approved for FY2023. Major projects approved for FY2023 include:
