CITY OF HALTOM CITY ANNUAL BUDGET, FY2023 Capital Project Funds
ENGINEERING
Mission Statement
To provide on-going technical and engineering related support to fellow divisions within Public Works
and other Departments throughout the City, to provide superior customer service both internally and
externally, to investigate and seek resolution for resident complaints, to foster excellent Developer
relations to encourage growth and development within the City, and to implement and maintain an
effective Floodplain Development Program.
Accomplishments of FY2022
◊ Completed the 5-year cycle verification and retained a Class 8 rating in the National Flood
Insurance Program (NFIP) as determined by the Department of Homeland Security and the
Federal Emergency Management Agency (FEMA).
◊ Reviewed and approved 14 floodplain development permits in accordance with the Floodplain
Development Program.
◊ Received Texas Commission on Environmental Quality (TCEQ) approval of City’s Sanitary
Sewer Overflow Initiative (SSOI) plan.
◊ Received Statements of Qualification and initiated design contract negotiations for three
capital projects to replace water, sewer, storm drain and rehabilitate the following streets:
Parker Road, Field Street, Voncille Street, Hadley Street; Hahn Blvd, Murray Avenue;
Meadow Oaks Drive, and Rita Lane.
◊ Participated in Development Review Committee meetings as scheduled.
Objectives for FY2023
◊ Fill vacancies with qualified staff the roles of Construction Inspector and Engineer.
◊ Update Speed Hump Ordinance (O-2000-042-01) to reflect updated language applicable to
current engineering practices and pricing.
◊ Develop and advertise a Request for Qualifications for GIS Program support.
◊ Develop and advertise a Request for Qualifications for Lead and Copper Rule Revision
Compliance Program support.
◊ Update Haltom City Standard Construction Details and develop a Public Works Design
Manual.
◊ Continue to design and construct capital projects in accordance with the approved 5-year
Capital Improvement Plan and FY2023 budget, inclusive of projects identified in the Sanitary
Sewer and Water Master Plans.
