CODE COMPLIANCE DEPARTMENT
MISSION STATEMENT:
The mission of the Code Compliance Department is to protect property owners’ investments and promote
public health, safety and welfare of the community; and where violations occur, work with our citizens to
achieve compliance through efficient and fair processes.
Department at a Glance
The Code Compliance Department is responsible for executing the enforcement of City ordinances in an
effort to foster a healthy and attractive city. The Code Compliance Department includes a supervisor, two
officers, one administrator and one volunteer coordinator. The Code Compliance budget increased 6.07%
due to merit and market adjustments and to provide the Mansfield Volunteer Program coordinator
additional funds to recognize hard-working volunteers.
Key Goals and Objectives
Goal 1
Serve as a “change agent” in the community.
Objectives:
• Promote educational programs for community stakeholders.
• Lead initiatives to identify barriers that hinder or prevent compliance.
• Expand community engagement efforts through interaction with property owners/managers.
Goal 2
Improve the overall property condition throughout the City.
Objectives:
• Reduce the number of dangerous structures.
• Provide volunteer resources (MVP Program) for under-represented communities.
• Focused enforcement of International Property Maintenance Code.
Goal 3
Develop a comprehensive rental inspection program.
Objectives:
• Ensure adequate maintenance of rental units through periodic inspections.
• Improve the quality of life for rental tenants through better landlord code adherence.
• Maintain and improve property values for multi-family properties.
Performance Objectives
• Reduce the number of dangerous structures in the City.
• Improve voluntary compliance before additional enforcement action is necessary.
• Enhance public relations through community outreach events.
