MUNICIPAL COURT
MISSION STATEMENT:
The mission of the Municipal Court is to provide effective and impartial administration of justice. We are
dedicated and committed to promoting the highest standards in customer service, upholding the integrity
of the court, and building public trust and confidence.
Department at a Glance
The Municipal Court Department includes one part-time Municipal Judge, one court administrator, and
four court clerks. Three associate judges are funded on a contractual basis. The Municipal Court budget
decreased 10.32% as a result of reducing the judge position from full-time to part-time, and lower
estimated contractual costs.
Key Goals and Objectives
Goal 1
Strengthen department staff knowledge.
Objectives:
• All clerks will continue to expand their education by attending one 12-hour training session
provided by the Texas Municipal Court Education Center.
• All clerks shall have obtained their Level 1 Court Clerk Certification through the Texas Court
Clerk Association.
Goal 2
Deploy new technology for expeditious and efficient service.
Objectives:
• Finalize the integration of Tyler Content Manager, a new Incode application that will assist us in
becoming a paper-light court.
• Launch new notification software to remind defendants of unpaid citations, upcoming court dates,
past due amounts, and outstanding warrants.
Goal 3
Enhance customer service by improving the efficiency of court operations.
Objectives:
• Translate frequently used forms to Spanish to better assist Spanish-speaking defendants.
• Create a Court Policies and Procedures Manual to improve the professionalism of the court.
Performance Objectives
• Promote and encourage continuing education and certification for each staff member.
• Improve department technology to expedite and enhance service.
• Exemplify excellent customer service and improve the overall court operations.
