MUNICIPAL COURT – COMMUNITY OUTREACH DIVISION GENERAL
PROGRAM NAME
TEEN COURT PROGRAM
DESCRIPTION / MISSION
Teen Court allows youth in high school and middle school, who receive a citation, to be sentenced by their peers. Their peers
hear the circumstances of the cases, in a Court setting, and in lieu of fines/costs, the teen jurors sentence youth defendants to
community service hours. The cost to do Teen Court is $20, vs fines/costs that go into the hundreds. This allows youth to give
back to the community by investing time at non-profit agencies in the quad city area while 'paying' for their fines through
community service. The Northeast Tarrant Teen Court (NETTC) is a collaboration of North Richland Hills, Haltom City, Watauga
and Richland Hills. This program oversees many areas that involve youth and their parents, volunteers, and community members
working through the judicial system. Participants from four cities (listed above) are involved, which allows the program to reach
more people. NETTC has 7 volunteer licensed attorneys that preside as Judges in Teen Court proceedings. The NETTC Board
members, made up of appointees from all four cities, grant scholarships - annually - to graduating seniors who volunteered in the
program. This gives incentive for youth to volunteer in Teen Court, gives recognition for their time and service and invests in their
future. When additional resources are necessary, Teen Court works with families to guide them to other assistance, such as
counseling, alternative education sources and/or treatment.
GOALS
• To offer alternative sentencing in lieu of fines to include local education programs for youth.(Sense of Community)
• To increase involvement in community programs and projects that are increasing public safety initiatives.(Safety and Security)
• To reinvest in our youth by facilitating a scholarship program, which assists them in furthering their education. (Positive City
