Capital Replacement Fund (35)
This fund is used for accumulating resources for replacement of vehicles and equipment.
Funding is from transfers from other funds. For FY2019, a transfer of $500,000 from General
Fund will be made and appropriations of $573,000 is also budgeted. Major purchases for
FY2019 are as follows:
• Building Maintenance – 1 vehicle $40,000
• Police – 6 vehicles $402,000
• Streets and Drainage – 1 vehicle $55,000
• Parks – 2 vehilces $76,000
Water & Sewer Utility Projects Fund (42) and Impact Fees Fund (44)
This fund is to account for water and sewer capital projects. The source of funds is the Water
and Sewer Fund and the proceeds of debt backed by the net revenues of the Water and Sewer
Fund. Total budget of $4,799,500 is approved for FY2019. Major projects approved for
FY2019 include:

Drainage Capital Fund (46)
During FY 2003-04, the City engaged consultants to perform a drainage study. The result of
the study was a plan that assesses a monthly fee to each residential customer in the City.
Commercial interests are billed a per square foot charge based upon the square footage of
their property multiplied by a runoff factor.
During FY2004-05, the City engaged another consulting firm to assist in the preparation of a
Drainage Master Plan. As a part of the analysis, floodplain maps were studied and the existing
drainage system was studied. The results of the study determined that the value of needed
drainage projects amounted to approximately $102 million.
