That process produced several concrete changes for FY 2027. New emergency services fees are estimated
to generate $55,000 annually. Planning fee updates, estimated at $36,000, modernize the development
application fee structure and add two new fees: a developer agreement fee, which recovers a portion of
the administrative, engineering, planning, legal, and project management costs the City incurs on public
infrastructure improvements associated with a development project, and a public investment request
fee, which recovers the administrative cost of evaluating requests for public investment. Athletics field
use fees, redesigned over the course of FY 2026 through the work of a task force, the Park Board, and
the City Council, are estimated at $200,000 annually.
The storm water utility fee was also restructured in accordance with direction received at the summer
workshop, an annual impact of approximately $800,000. That discussion was initiated following the
April 2026 update to the City’s Storm Water Master Plan and included benchmark data comparing
Southlake’s residential and non-residential rates to those of peer communities. The residential fee
moves from $8.00 to $10.00 per month, and the non-residential rate moves from $0.00125 square
foot impervious coverage to $0.00225 square footage. The fee had not been adjusted since the fund
was established in 2006 and was last evaluated with City Council in 2023, when comparative data
supported no change. Review will continue in the coming year to align the fee again once service levels
are established through the City’s policy documents.
