Maintaining Infrastructure
The budget contains a sizeable one-time investment of approximately $2.5 million from existing reserves for
the renovation of our Animal Shelter. The new building should improve the quality of life for our staff and
animals. We are investing one-time funds for the resilience and replacement of technology assets at our law
enforcement center. The library is receiving a refresh with new HVAC units and the replacement of the
children's area floor. While not a permanent fixture, due to popular demand an additional ice slide will be
provided at Christmas in the Park.
As a part of the drainage master plan, funding for design for the HC-1 Bank Stabilization and Sewer project is
included in the proposed budget. Eight additional capital projects are in the Capital Improvement Plan,
highlighted by Brown Trail paving, Rankin Drive full reconstruction, Shady Meadow Drive reconstruction, and
the Tibbets Drive water line loop.
Funding for additional grant consulting will hopefully provide funds to further fund capital projects. Our
infrastructure will be further protected by additional inclement weather equipment and a new sewer video
system which should extend the life of sewer lines in the city.

Long-Term Financial Planning
Bedford continues to emphasize long-term financial sustainability through conservative budgeting, multi-year
capital planning, responsible debt management, and adherence to adopted financial policies.
As a mature community, the City's financial strategy emphasizes reinvestment in existing infrastructure,
support for strategic redevelopment, replacement of aging assets, and modernization of business processes to
ensure continued operational excellence.
Looking Ahead
The FY 2026–2027 Budget positions Bedford to meet today's service expectations while preparing for
tomorrow's opportunities.
During the coming fiscal year, the City will continue implementing strategic initiatives designed to strengthen
financial transparency, improve operational efficiency, invest in critical infrastructure, and support
redevelopment efforts that preserve Bedford's long-term economic vitality. With the upcoming re-appraisals
from the Tarrant Appraisal District and redevelopment in our community, the FY 2026-2027 budget provides a
strong financial foundation to make advancements in the FY 2027-2028 fiscal year.
Through disciplined financial management, thoughtful planning, and continued collaboration between the City
Council, City staff, and the community, Bedford remains well positioned to provide exceptional municipal
services while maintaining the strong financial foundation that has earned the City's reputation for fiscal
responsibility.
