Hu man Res ources Summary
The Human Resources Depar tment is a strategic business par tner committed to providing high- quality ser vice to all
operational depar tments of the City. The depar tment is responsible for planning and implementing a comprehensive
human resources program that includes the following: recruitment/retention and employment selection,
compensation/job classi{cation system, policy development and administration, training and career development , payroll
administration, employee relations, the performance evaluation program, and leave administration.
The City of Colleyville operates as an at-will employer, meaning all employment can be terminated by either the employee
or employer at any time, with or without cause. Unlike civil ser vice cities, Colleyville does not have a Civil Ser vice
Commission or a classi{ed/unclassi{ed system for employee appointments and promotions. Instead, all employees are
par t of a merit-based system, with compensation determined by annual performance evaluations.
The Human Resources Depar tment is responsible for administering the City's compensation and classi{cation system,
which consists of two salary schedules:
. General Pay Plan: This schedule covers all employees who are not sworn members of the police or {re depar tments.
. Fire Pay Plan: This schedule applies speci{cally to sworn {re personnel.
. Police Pay Plan: This schedule applies speci{cally to sworn police personnel.
The Human Resources Depar tment works closely with all operating depar tments to develop training programs aimed at
enhancing super visory skills, improving employee communication, and increasing productivity. The depar tment
continually strives to align individual career development with the City's overall organizational goals and policies, ensuring
that oppor tunities for growth are available to all employees.
With the approval of the City Manager, the Human Resources Depar tment is also responsible for developing,
implementing, and revising personnel policies and procedures. These policies govern compensation, equal employment
oppor tunity, leave policies, substance abuse prohibitions, employee grievance procedures, personnel records,
appointments and promotions, and performance evaluations, among other areas.
