A one year contract for weekly deep cleaning of the Community Center is included $9,620.

Library line item increases totaling $19,005 are related to three months of operations at the new Library building.

The replacement of a building inspection/code compliance vehicle ($45,000) is funded.

Funding for the home renovation program (SHIP) is included to provide incentives for home owners to make
improvements to their property. Total funding is $50,000: General Fund ($25,000) and Enterprise Fund ($25,000).

Line item increases in Animal Services are due to increase costs of supplies and services and increased animal
occupancy: uniforms $2,000, data processing expense $3,550, office supplies $3,000, officer equipment $3,015,
shelter supplies $3,000, supplies and equipment $2,000, and contractual vet services $6,800.

A replacement animal services vehicle is funded $88,780.

A temporary part time Animal Shelter Technician is funded for one year $29,265.

Funding of $51,000 is included for upgraded electrical service to the Animal Shelter for an emergency generator.

There is an estimated savings in Economic Development consultant fees of $24,000.

Funding for Economic Development incentives is reduced by $20,000.

An additional Mechanic position is funded for one year due to an anticipated future retirement.

Funding is included for the balance of “The Square” economic development agreement $396,175.

In Information Technology line item increases include enhanced email and network security. There is an
anticipated increase of $17,910, subscription based Office for all users with email accounts $17,305, accelerated
computer replacement schedule from 5 to 4 year $14,050, $10,000 for server replacement, and $106,800 for
contractual IT services.

Replacement of the City Network firewall is included $29,000.

Increases for Emergency Management include $6,660 for the maintenance agreement for the outdoor warning
system and $1,290 increase for the emergency notification system. A desktop computer replacement ($1,300) is
funded.

Increases in Communications include $4,830 for social archiving, $1,000 for office supplies, $13,300 for operating
costs of the Saginaw Channel, and $3,500 for citizen engagement supplies.
