Special Revenue Fund                                 Emergency Medical Services (EMS)


            FUND PURPOSE AND GOALS
            The City of Fort Worth Emergency Medical Services (EMS) Fund, managed by the Fire Department, provides
            emergency medical services on a first responder basis and is also available to provide service for special events
            and community and organizational gatherings small or large.

            In 2023, the City recognized the rising costs of EMS delivery and the stagnant revenues affecting the MedStar
            EMS delivery model. The Fort Worth City Council unanimously approved a plan in 2024 to transfer MedStar EMS
            transport  services  to  the  Fort  Worth  Fire  Department. This  will  ensure  that  the  EMS  system  for  residents  and
            visitors is financially sustainable, responsive, timely and focused on high-quality patient care.
            The City of Fort Worth will begin operating the EMS system in July of 2025. A Special Revenue Fund will be
            established and a three month budget is being developed and will be included in the FY2025 adopted budget.
