The Utility Fund, which includes both the operating and capital funds, is a
proprietar y enterprise fund solely dedicated to managing the nancial activities
related to water and wastewater services in the City of Colleyville. The City is
responsible for maintaining the infrastructure for water distribution and wastewater
collection.
Water is purchased from the Trinity River Authority (TRA) and then sold to customers
at cost. Similarly, wastewater is collected and returned to TRA for processing, also at

cost. To cover the operating expenses of the water and wastewater systems, the City
charges a base rate to customers. The costs associated with actual water and
wastewater usage are then passed through to customers at the same rate the City
pays to TRA.
This fund is considered a major fund, as its revenues and expenditures account for
more than 10% of the City's appropriated budget, ensuring the ef cient and
sustainable operation of essential utility services.
