Expenditures by Expense Type
For Fiscal Year 2025, the City of Colleyville's General Fund expenditures are driven by changes in personnel services,
contractual services, and the ongoing impact of in ation on supplies and utilities. Additionally, a signi cant transfer to
the Capital Project Fund continues the City’s commitment to funding key infrastructure and public safety projects.
Personnel Ser vices:
Personnel services, which encompass salary, bene ts, and other compensation-related costs, saw an increase in FY
2025 primarily due to the 4% average merit-based pay adjustment. This increase ensures that the City remains
competitive in retaining and attracting quality employees, particularly in Public Safety, a critical area of focus. The City
also absorbed a 7.5% increase in health insurance premiums and a 9.7% increase in dental insurance premiums, with
no cost passed on to employees. While one IT position was transitioned from part-time to full-time, this change did not
result in additional costs, as savings were realized through reductions in other areas.
Contractual Ser vices:
Contractual services have increased due to both in ation and rising costs for essential services. Signi cant areas
affected include legal services, IT services, and custodial services, many of which are subject to CPI-based escalators
built into the contracts. These increases re ect broader market trends and the necessity of maintaining service levels
across all departments.
Supplies:
In ation has also had a notable impact on the cost of supplies and utilities. General utilities, such as electricity, gas, and
water, have experienced rising costs, which have been factored into the FY 2025 budget to ensure the continued
operation of the City’s facilities and services without disruption.
Transfer to Other Funds:
In line with the City’s pay-as-you-go funding strategy, $1.5 million has been budgeted for transfer to the Capital Project
Fund. This funding supports a variety of capital improvements focused on public safety and quality of life, ensuring
that the City can continue to make critical infrastructure investments without relying on debt nancing.
