CITY OF HALTOM CITY ANNUAL BUDGET, FY2023               Supplemental Information







            Public Input in the Budget Process



            Several boards and commissions advise the City Council  in the development  of the annual
            budget.  The Library Board advises the Council on Library operational and capital needs.  The
            Economic  Development  Corporation  (EDC)  and  the Crime  District Board  have  the authority
            to review the EDC and CCPD annual budgets submitted by Staff and approve the plan prior
            to  Council  consideration.    The  Beautification  Boards  advises  the  Council  on  budget  matters
            pertaining to parks, open spaces, entryways and other community issues. The various boards
            and commissions meet in public sessions.

            All Council workshops and public hearings concerning the proposed budget are posted meetings
            open to the public.



            Budget Adoption




            The annual budget adoption requires public hearing and two readings of the budget ordinance.
            The City Council votes on the adoption of the budget.



            Budget Transfers and Amendments




            By City Charter, the City Manager may make certain changes within the total operating budget of
            the City to increase, decrease or transfer appropriations among departments.  The City Manager
            is restricted to the total funds authorized by the City Council for expenditures unless the budget is
            amended by the same public notice procedure called for in adopting the budget.




            Long-Term Planning



            Long term planning will be based on plans that have been developed and approved such as
            The Information Technology Plan, The Drainage Improvement Plan, The Belknap Revitalization
            Plan, Street Improvement Plan, the Comprehensive Land Use Plan, and the Parks Improvement
            Plan. The City will also utilize opportunities for rate studies and financial analysis for revenue
            projections and Long-Term financing plans for its Capital Improvement Projects
