BUDGET OVERVIEW
COUNCIL GOAL 1:
QUALITY COMMUNITY DEVELOPMENT
& REVITALIZATION
Strive to plan for the development of remaining
vacant property and improve the quality of older
areas and infrastructure.
Objectives:
• Develop City Point Area
• Revitalize residential neighborhoods
• Ensure compliance with quality housing standards
• Identify and implement as possible specific areas and potential incentives for developers
to redevelop residential housing in specific areas of the community.
Accomplishments:
• The Development Review Committee facilitated the approval of the preliminary plats and
engineering plans for the City Point development, a major development goal for City
Council. The plats include 365 single family residential lots and lots for commercial, multi‐
family, and hotel development.
• The 2018 I‐Codes were adopted, including the International Building Code, International
Residential Code, International Plumbing Code, International Mechanical Code,
International Fuel Gas Code, International Energy Conservation Code, International
Swimming Pool and Spa Code, and the 2017 National Electrical Code.
• The Neighborhood Initiative Program (NIP) has made major strides in helping low income
elderly, disabled, single parent and veterans complete exterior repairs to their homes.
Through March of 2020, volunteers have completed 40 projects through the NIP. Of those
projects completed, 28 were completed as part of the Annual Fix It Blitz in the October
2019.
• Code Compliance continues to attain a high percentage of voluntary compliance from
residents with a 96% rate of voluntary compliance in FY 20 Neighborhood Services
continues to focus on educating residents to gain voluntary compliance and to reduce the
possibility of repeat offenders.
