OVERVIEW OF THE PARKS FACILITIES AND

                                         DEVELOPMENT FUND



        The Park Development Fund is funded through the 4B Sales Tax for parks and recreation facility development.
        Following the voter approved referendum in 1992, the fund began collecting sales tax in 1993. Over the past 28
        years, the fund has enabled the department to provide quality of life amenities including parks, trails, open spaces
        and  facilities  for our community. The park development  fund  also receives Park Impact Fees from local

                                                             the  department has received more than  $14 million in
             $5.5                                            grants to help build the award winning park system.

             $4.5                                            Revenues  for the NRH Centre are  estimated  at
                                                             $3,517,103 for FY 2020/2021. Expenditures for the new
            Millions  $4.0                                   recreation center for that same period are projected to be

             $3.0                                            $3,091,545. The Park Development Fund’s sales tax
             $2.5                                            revenue projection for 2020/2021 is $5,216,013. Tennis
             $2.0                                            Center revenues, which are also included in this fund, are
                                                             projected to be $404,600. Tennis Center expenditures are
                                                             projected to be $580,643.

        The City has collected over $70 million in sales tax since 1993. Listed below are some of the projects currently
        under design or construction.

        Over the past few years, the department has constructed more than 30 miles of paved trails, 10 neighborhood
        parks, event plaza’s, a dog park and community garden and focused on renovation and infrastructure projects
        including replacement of playground equipment in parks, made significant renovations to Northfield Park and
        Richfield Park, added shade structures over playgrounds and is currently renovating Linda Spurlock Park.


        The following projects are funded for FY 2020/21:

        Richfield Park  Pickleball/Tennis Courts  -  This
        project provides  for the replacement  of two-40
        year old tennis courts with a combination of four
        pickleball courts and one tennis court.

        Parks Infrastructure Maintenance  -  This project
        provides infrastructure maintenance and repair of
        parks, trails and facilities in response to use and
        age. Improvements  for FY2020/21 include:
        sports  field infield refurbishment, concrete  trail
        panel repairs, playground  fiber and equipment
        replacement and other repairs to parks and facilities.

        Richland Tennis Center Infrastructure Maintenance -  This project includes maintenance items at the tennis
        center that are old and deteriorating.   The FY 2020/21 funding will provide replacement of shade canopies over
        tennis court player seating, replacement of sports lighting and concrete repairs.

        Annual Tree Planting – This project provides for adding trees to our urban tree canopy in the park system in
        response to storm damage, loss and/or needed screening and shade.
