PLANNING DEPARTMENT

MISSION STATEMENT:

The mission of the Planning Department is to create a desirable quality of life in Mansfield by facilitating
high-quality growth, development and redevelopment through a focused common-sense approach to land
use planning; honoring our authentic past while planning for the future.

Department at a Glance

The Planning Department includes the Director of Planning, Assistant Director of Planning, a secretary,
three planners, one gas well inspector and one landscape administrator. The Planning Department budget
increased 3.17% due to a merit adjustment.

Key Goals and Objectives

Goal 1
Complete rezoning of Downtown Mansfield.

Objectives:
• Draft new regulations for Downtown Zoning District.
• Facilitate stakeholder input meetings to inform them of new zoning regulations.
• Complete public process and apply new zoning districts.

Goal 2
Write a comprehensive Land Use Plan.

Objectives:
• Complete request for proposals (RFP) process and select a quality consultant.
• Gather community input.
• Complete a draft document.

Goal 3
Improve development processes for internal and external customers.

Objectives:
• Focus on desired pre-development outcomes.
• Implement digital plan review and workflow.
• Follow schedules to provide predictable outcomes.

Performance Objectives
• Successfully rezone Downtown as a catalyst for quality development and redevelopment.
• Create a vision for the city with at new comprehensive Land Use Plan.
• Reduce plan approval times and produce more predictable outcomes.
