Recycling Funds. The City’s contract for Special Revenue Funds
solid waste services provides for an annual Expenditure Highlights
payment of $6,000 to the City for total
projected revenue of $6,700 including Fund Item Expenditure
interest. The proposed budget includes

Red Light Camera Fund. In August 2008,
the City of Southlake initiated a red-light
enforcement camera system. This is a traffic Parks and Special projects $72,500
safety program in which the City uses a Recreation Fund
state-of-the-art digital camera and violation
detection system installed at intersections
for the purpose of decreasing the number Public Art Fund Transfer to CIP $100,000
of red-light runners and reducing serious
vehicle collisions.
Recycling education and

The City of Southlake collected 50% of the promotion
gross revenue generated from the violations
issued and collected as a result of the School zone
program. The City is required to remit 50% improvements $60,000
of the gross revenue to the State, excluding Red Light
program expenditures. Funds collected by Camera

citations issued are required to be used for Replacement
traffic safety programs.
During the 86th Legislative Session, Texas lawmakers passed a bill to prohibit the use of the cameras. The
City immediately cancelled its contract and ceased operations of the program. The budget accounting for
the revenue generated from the fines previously levied has a beginning fund balance of $752,998. With
interest earnings of 8,000 projected, the fund will still be able to support traffic safety programs in FY 2020.
Expenditures for traffic safety operations have been budgeted at $71,490.
Ending fund balance for FY 2020 is projected at $689,508.
Initiatives funded through the Red-Light Camera Fund address the City’s “Safety and
Security”
