                                             SPECIAL PROJECTS FUND
                                                 2019 - 2020 BUDGET






             Capital Improvements Programs are primarily financed with the issuance of long-term debt; however, another
             important funding source is the Special Projects Fund. The Special Projects Fund was created as a funding
             source for non-recurring capital projects and capital equipment not included in the maintenance and
             operations budget or in the issuance of long-term debt. The funding source comes from a transfer of excess
             fund balances in the General Fund and excess retained earnings in the Enterprise Fund at the end of each
             fiscal year. Therefore, new projects can be funded on a pay-as-you-go basis only as funding becomes
             available.  The financial report for the Special Projects Fund is located in the other funds section.
