Continue annual evaluation of the City’s retiree health care plans and update plan
features to contain costs
Continue to fund public transportation programs
Continue the Youth-in-Government program, which provides select high-school students
an opportunity to learn about municipal government operations in a classroom setting
and by completing a community-service project
Implement Five Levels of Leadership action plans

Goals:
• Focus on maintaining and improving city services and document and communicate
achievements in the budget.
• Be proactive in risk detection and risk reduction.
• Be proactive in meeting cultural, educational, recreational, and historical needs.
• Continue to attract, retain, and develop staff throughout the organization to establish a
qualified talent pool for future movement within the organization.
Objectives:
• Continue offering three transportation programs: TRE, HEB Transit, and NETS

• Analyze retiree health care coverage and make plan adjustments, if necessary, to
continue providing a cost-effective benefit to eligible retirees

• Provide updated information to the Texas Municipal League to ensure sufficient property
and liability insurance is maintained

• Renew contracts with Tarrant Appraisal District and Tarrant County for the valuation of
property and assessment/collection of property tax revenue
