According to Texas Municipal League’s 2018 Water Survey, the average cost of water usage of 5,000
gallons in all Texas cities that responded is $38.38, a 3.4% increase over the 2017 average of $37.13.
Saginaw’s cost for 5,000 gallons of water usage is $29.69. The average cost for cities with similar
population (20,001-25,000) is $38.21.

The average cost of wastewater service for residential usage of 5,000 gallons in all Texas cities that
responded is $29.19, a 0.6% increase over last year’s average of $29.03. Saginaw’s cost for 5,000 gallons
of wastewater service is $23.66. The average cost for cities with similar population is $35.99.
