BUDGET OVERVIEW


           contribution to City sales tax revenues has increased by 33% each year for the last 5 years,
           showing  no  signs  of  slowing  as  they  introduce  same  day  delivery  and  AmazonFresh  (their
           alternative to highly competitive grocery segment).


           In addition to the online element, erosion of the utility sales tax base is taking place due to lower
           energy  prices,  lower  levels  of  consumption  (due  to  advances  in  solar  energy  and  energy
           building code), and increases in online subscriptions (amazon, Netflix, hulu) or satellite video
           viewership (DirecTV, Dish) which are exempt from sales taxes.

           Conclusion


           North  Richland  Hills  is  fortunate  to be experiencing economic growth and prosperity. While
           major  revenue  sources  are  projected  to  grow  in  FY  2018/2019,  staff  continues  to  take  a
           conservative  approach  in  projecting  these  numbers.  The  FY  2018/2019  Adopted  Budget
           reflects  the  City  Council’s  commitment  to  responsible fiscal  management,  while  enhancing
           the  services  that  improve  the  quality  of  life  for  all  citizens  of North Richland Hills.
