CAPITAL IMPROVEMENT PROGRAM OVERVIEW


        Utility Projects

          Three large vales and one new valve will be installed in 2018/2019 in the City’s water system. The
            replacement and installation of these large water valves will improve circulation, enhance water
            quality, reduce water shut-off times for repair, and greatly reduce the amount of water loss during
            water main breaks or construction mishaps saving the City expense in the purchase of wholesale
            water.

          In 2018/2019, the City will be continuing efforts to replace aging water and sewer infrastructure at
            several locations for the purpose of maintaining high standards for water quality and increasing
            system capacity.  Many of these locations due to age require significant maintenance costs which
            will be greatly reduced through these replacements.

          In 2018/2019, the City will be replacing a sizeable portion of sewer manholes that are classified as
            in poor or very poor condition.  These replacements will help reduce annual expense costs for
            sewer  treatment  due  to  a  reduction  in  drainage  from  storms  at  these  locations  into  the  sewer
            system.

        Facility Projects

          The  Permanent  Records  building’s  roof  will  be  replaced  and  a  building  envelope  seal  will  be
            performed  in  2018/2019.    This  replacement  is  anticipated to reduce maintenance costs for this
            facility.

          Fire  Stations  #1  and  #2  will  have  the  roof  top  HVAC  units  replaced  in  2018/2019.    These
            replacements will help these locations maintain proper climate control, reduce maintenance cost,
            and improve efficiency in electrical consumption.

        Major Capital Equipment

          Several  significant  pieces  of  equipment  are  included  in  the  Adopted  budget  this  year  for
            replacement,  including  a  Vac-Con  Truck,  Distributor  Truck,  Dump  Truck,  and  Pothole  Patcher.
            The  majority  of  these  units  have  exceeded  their  useful  life  and  have  begun  to  increase  in
            maintenance  cost  and  repair  time  to  upkeep.    Replacement  of  these  units  will  help  improve
            operational efficiency and reduce annual maintenance costs associated with these vehicles.
