OVERVIEW OF THE PARKS FACILITIES AND

                                         DEVELOPMENT FUND


        Revenues  for  the  NRH  Centre  are  estimated  at
        $3,214,102 for FY 2018/2019. Expenditures for the new         PARK SALES TAX REVENUES
        recreation  center  for  that  same  period  of  time  are   $5.5
        projected  to  be  $2,918,862.  The  Park  Development       $5.0
        Fund’s  sales  tax  revenue  projection  for  2018/2019  is   $4.5
        $5,197,739.  Tennis  Center  revenues,  which  are  also     $4.0
        included  in  this  fund,  are  projected  to  be  $365,300.   Millions  $3.5
        Tennis  Center  expenditures  are  projected  to  be         $3.0

        The Park Development Fund has issued approximately
        $7.7  million  in  outstanding  revenue  bonds  that  are
        supported by sales tax revenues. The bonds were used
        to purchase park land and construct major facilities, such as the NRH2O, Green Valley Community Park, Stormy
        Plaza and Richland Tennis Center. Current and future projects, and debt service on the bonds, are financed
        using sales tax revenues. The City has collected over $70 million in sales tax since 1993. Listed below are some
        of the projects currently under design or construction.


                                                                       Linda Spurlock Park Redevelopment – Listed
                                                                       as  a  priority  in  the  updated  Park,  Recreation
                                                                       and Open Space Master Plan, the first phase
                                                                       renovation  to  Linda  Spurlock  Park  includes
                                                                       design and engineering services in Fiscal Year
                                                                       2019. Construction of the project will begin in
                                                                       FY  2020.  Improvements  to  the  park  include
                                                                       updated playgrounds, a group pavilion, parking
                                                                       and other amenities based on public input.


                                                                       Parks Infrastructure Maintenance - This project
                                                                       provides infrastructure maintenance and repair
                                                                       of parks, trails and facilities in response to use
                                                                       and age. Improvements for FY2019/20 include
                                                                       HVAC  replacement  at  Richfield  Park  and
                                                                       Green    Valley   Park,   sport   field   bulb
        replacement,  playground  safety  surface  material,  repair  of  concrete  trail  sections and  playground  amenities
        repair.


        Richland  Tennis  Center  Infrastructure  Maintenance  -  This  project  includes  maintenance  items  at  the  tennis
        center that are old and deteriorating.   The FY 2020 funding will provide for replacement of tile surfaces in the
        restrooms and window shades in the Pro Shop.

        NRH Centre Pool Plaster – This project will include removal and replacement of all the pool plaster down to the
        substrate/gunite surface. Project includes substrate repairs, tile repair and replacement of the grates as needed.
