approximately $1 million per year. Approximately $500,000 is covering drainage
costs previously budgeted in the General Fund and a substantial portion of the
remaining amount is being utilized for new drainage improvement projects.
The city previously considered the possibility of a street rental fee to fund street
improvements throughout the city; however, Council approved a $250,000
increase in tax supported street maintenance for the FY 2018-2019 budget. A
recently completed engineering study that establishes a pavement condition index
will inform our needs and allow us to determine funding priorities and efficient
investment in our streets and roads.
Each year, the City Manager selects one or more work groups to receive the Team
Hurst Award for their ability to work as a team and provide quality customer
service. For 2017-2018 Team Hurst Award Recipients include two work groups,
the Hurst Conference Center staff and the Aquatics team. The Hurst Conference
Center serves The Hurst Way by delivering exceptional customer service and by
managing for financial sustainability. The Hurst Conference Center staff welcomes
hundreds of event and meeting attendees each year, and from tasting to planning,
this staff works together to help create a great experience for each person. This
year was particularly challenging with the construction of a hotel connected to
the center, yet the team made this the most successful year to date. The Hurst
Conference Center’s future financial sustainability will be protected through several
maintenance projected budgeted for FY 2018-2019. Planned projects included
new carpet, new furniture, and replacement of AV equipment throughout the
building. The city’s award-winning Aquatics team shined this year by operating
two of the safest aquatics parks in the nation. The leadership hires approximately
180 people to work from Mother’s Day to Labor Day covering two Aquatics centers
and providing fun for thousands of people. These two teams represent excellent
teamwork and the quality customer service for which Hurst is known. Hurst was
proud to receive the 2018 Ellis and Associates Platinum award for Excellence in
Safety and Risk.
The city completed preliminary design on a new animal services center with the
potential of adding the city’s first dog park. Staff worked diligently with Tarrant
County College to acquire a site which will provide future opportunities to partner
with TCC. The Council recently received an executed letter of intent to purchase
the land from TCC. The land transaction is contingent upon voter approval of
the proposed animal services center. The General Obligation bond election is
scheduled for May 2019. Design is currently underway and if the bond is approved
debt will be issued in the summer with construction beginning July or August of
2019.
In 2017 the city completed an economic redevelopment study. The study identified
13 neighborhood areas where the city will work to engage those smaller cross
