Guiding Principles:
Funding: Annual transfer from the General Fund to fund scheduled equipment replacement and build
reserve.
Replacement Schedule: Expenditures in alignment with the adopted Public Safety Equipment
Replacement Schedule, maintained jointly by the Police, Fire and Finance Departments and updated
annually prior to budget development.
Level Annual Funding: The annual transfer is sized to the long-term average replacement obligation
rather than to any single year’s need, so that the cost to the operating budget is stable and known in
advance and equipment replacement is not deferred to accommodate a spike.
Mission-Essential Equipment: Funding is limited to equipment used directly to deliver emergency
response, law enforcement, rescue and emergency medical services, or required to keep that equipment
safe and serviceable.
Personal Protective Equipment: Includes structural firefighting protective clothing, ballistic vests and
helmets, and self-contained breathing apparatus and related components, which are issued and retired
as sets and represent the largest recurring replacement obligation in the fund.
Public Safety Communications: Includes portable and mobile radios, radio batteries and chargers,
station alerting equipment, and in-vehicle connectivity hardware dedicated to public safety operations.
