Fund Balance
As a special revenue fund, the use of these funds are restricted by state statute. Fund Balance changes are
based on approved expenditures for allowable expenses and fluctuate annually.
The recent decrease in fund balance is primarily driven by declining revenue from cable franchise fees and
one-time purchases of capital outlay.
